Abstract

The Organization was established by the Deputy Commander-in-Chief and Minister of War Enver Pasha just before the First World War. The first official secret intelligence agency of the Ottoman Empire. The first founder of the organization, which is directly connected to Enver Pasha, is Süleyman Askeri Bey. After his martyrdom, Kuşcubaşı Eşref was brought to the presidency. After establishing Enver Paşa Teşkilat-ı Mahsusa, he prepared the activity program himself. The program also had direct contact with Turkestan Turkestan and Asian Muslims. Accordingly, a group of committee members will be sent to India and Turkestan members, and riots against Russia and England will be issued on these sites. In this study, the members of the organization and their roles will be discussed in the name of Teşkilat-ı Mahsusa.
