Abstract
Eski Türkler yaşadıkları coğrafyanın iklim koşullarına ve bitki örtüsünün elverişliliğine bağlı olarak konargöçer bir yaşam tarzı benimsemişlerdir. Bu yaşam tarzının elverdiği duruma uygun olarak korunaklı, otlak ve sulak bölgelere göç yolları olarak belirlemişlerdir. Eski Türklerin bu yaşam tarzını benimsemesi örf, adet, gelenek ve göreneklerine yansımıştır ve bu sebepten dolayı Türklerde sözlü hukuk kuralları gelişmiştir. Eski Türkler bu sözlü hukuk kurallarına töre demişlerdir. Töre, sadece bu hukuk kuralları ile sınırlı olmamıştır. Töre kavramı için çok değerli bilgileri içinde bulunduran ve Türk tarihinin en önemli kaynakları arasında olan eski Türk yazıtları o dönemde yaşayan Türklerin hayatları hakkında çok kıymetli bilgiler sunmaktadır. Çalışmamızda bu bilgiler ışığında töre kavramı hakkında bilgiler ve Bilge Kağan yazıtında geçen töre kavramlarına dair bilgiler sunacağız. Bilge Kağan Yazıtı birinci ağızdan bilgiler aktarması ve Türk töresi hakkında birçok bilgiyi bize sunması açısından çok önemli bir eserdir. Bilge Kağan abidesi, Kül Tigin ve Tonyukuk abideleri ile birlikte Gök Türk alfabesi ile yazılmıştır. Bilge Kağan yazıtı, yazımından sonra gelecek nesle birçok konuda ışık tutması amaçlanarak dikilmiştir. Bilge Kağan’ın ölümü üzerine oğlu tarafından yazdırılmıştır. Yazılışından sonra kurulan Türk devletlerinin, Bilge Kağan’ın sözlerini örnek alarak uzun yıllar çok geniş coğrafyalarda hüküm sürdüğü görülmektedir. Bilge Kağan yazıttaki sözleri aktarır iken Türk töresinin dışına çıkmadığını ve töreye çok kıymet verdiğini görmekteyiz. Türkler için töre kavramının çok değerli olduğunu görmekteyiz. Törenin sadece yasalardan oluşmadığının en güzel örneklerinden biri Bilge Kağan yazıtı olmuştur. Bu sebepten Türkler her alanda töreyi kullanmışlardır. Bu makalede Bilge Kağan yazıtındaki Türk töresine dair geçen kavramlar, devlet idaresindeki yerleri, iktisadi hayattaki yerleri ve toplumsal hayattaki yerleri hakkında bulunan bilgiler doğrultusunda ele alınmaya çalışılacaktır.

Abstract
The ancient Turks adopted a unsettlement lifestyle depending on the climatic conditions of
the geography they lived in and the availability of vegetation. They have designated them as
migration routes to sheltered, grassland and wetland areas in accordance with the situation allowed
by this lifestyle. The adoption of this lifestyle by the ancient Turks was reflected in customs,
traditions, and for this reason, the rules of oral law developed in the Turks. The ancient Turks called
these unwritten rules of law ethical principles. The ethical priciples or moral laws has not been
limited only to these rules of law. Ancient Turkish inscriptions, which contain very valuable
information about the concept of decency and are among the most important sources of Turkish
history, provide very valuable information about the lives of Turks living at that time. In this study, in the light of these informations, information about the concept of the rules
and information about the concepts of moral rules mentioned in the Bilge Kagan inscription will be
presented.
The Bilge Kagan Inscription is a very important work in terms of transmitting information
from the first source and providing us with a lot of information about the Turkish moral laws. It is
written in the runic alphabet with the Bilge Kagan Monument, Köl Tigin and Tonyukuk Monuments.
The Bilge Kagan inscription was built with the aim of shedding light on many issues to the next
generation after its writing. It was written by his son upon the death of the Bilge Kagan. It is seen
that the Turkish states established after the writing of this monument reigned for many years in very
wide geographies, taking the words of Bilge Kagan as an example. While Bilge Kagan quotes the
words in the inscription, it is seen that she did not go out of the Turkish moral laws and gave great
value to these laws. We see that the concept of moral laws is very valuable for the Turks. One of the
best examples of the fact that the moral laws was not just made up of laws was the Bilge Kagan
inscription. For this reason, the Turks used the rules in all areas.
In this article, the concepts of the Turkish moral laws in the Bilge Kagan inscription will be
discussed in accordance with the information found about the places of these concepts in state
administration, their place in economic life and their place in social life.
