Abstract
Eğitim, bir bireyin yetenek ve kişiliğinin olumlu veya olumsuz yönde değişip dönüşmesinde, bireyin sosyalleşmesinde ve iyi- etkili vatandaş olabilmesinde etkili bir yaşamsal olgudur. Geçmişte ve bugün olmak üzere toplumlar bireyleri kendi değerlerine göre nitelikli vatandaş yetiştirmeyi amaçlamışlardır. Modern dünyada gelişmiş ve gelişmekte olan her ülkenin eğitim sistemi de diğer toplumlar için birer örnek teşkil etmiştir. Eğitimde eşitlik ilkesine bağlı kalarak ekonomik kaynakları bu yönde harcamaya özen gösteren devletler OECD iş birliğiyle eğitimdeki yatırımlara önem vermektedir. OECD, eğitimdeki gelişmişlik düzeyinin belirlenmesine yardımcı olurken Dünya’da eğitim konularında kıyaslamalara da yardımcı olabilmektedir. Bu kademeler okul öncesi süreci de kapsamaktadır. Bu bağlamda çalışmanın OECD ülkelerine yönelik olması ve OECD ülkeleriyle ülkemizdeki okul öncesi eğitim- öğretim sürecindeki gelişimlerin ilişkisini anlamak açısından önem arz etmektedir. Bu doğrultuda yapılan çalışmada OECD ülkeleri araştırma verileri incelenmiş ve sonuç olarak OECD ülkelerinin okul öncesi eğitim kademeleri karşılaştırmalı olarak incelenmiştir.

Abstract
Education is a vital fact that is effective in changing and transforming an individual's talent and personality positively or negatively, socialization and being a good-effective citizen. Societies in the past and today have aimed to raise qualified citizens according to their own values. The education system of each developed and developing country in the modern world has also set an example for other societies. States that adhere to the principle of equality in education and pay attention to spending economic resources in this direction attach importance to investments in education with the cooperation of OECD. OECD can help determine the level of development in education, while also helping to compare education issues in the world. These levels also cover the pre-school period. Turkey's presence among OECD countries in this context, is led to attempts to improve the quality and expand the country's education policy. In this context, it is important for the study to be directed to OECD countries and to understand the relationship between OECD countries and the developments in the pre-school education process in our country. In this study, the research data of OECD countries were examined and as a result, pre-school education levels of OECD countries were explained comparatively. Various recommendations have been presented to support existing regulations.
