Abstract

Ulaşım ve haberleşme ihtiyacı insanlık tarihi boyunca önem arz etmiş ve dönemin şartları nispetince de çeşitli araç gereçlerle bu ihtiyaç giderilmeye çalışılmıştır. İnsanoğlunun yaratılışı gereği daha iyi bir yaşam koşulları içinde yaşama arzusu ve buna yönelik çabası ulaşım ve haberleşme alanlarında yeni gelişmeleri beraberinde getirmiş ve süreç içinde de bu alanlarda edinilen bilgi ve birikimler sonucunda insanlar arası ulaşım ve haberleşmede büyük kolaylıklar sağlanmıştır. Çok geniş bir coğrafî alanı kontrolü altında bulunduran Osmanlı Devleti de gerek Anadolu’da gerekse Rumeli’de ihtiyaç dâhilinde hizmete açtığı yollarla sivil ve askerî sevkiyatın rahat ve huzurlu bir şekilde yapılabilmesi, istenilen bilgiyi veya evrakı vaktinde ulaştırabilmesi için gayret göstermiştir. Bu işleyişin aksamadan devam ettirilebilmesi için de hizmete soktuğu birtakım kurum ve kuruluşlarla gerçekleştirmiştir. Bu çalışmamızda, bir yandan Osmanlı Devleti’nde ulaşım ve haberleşme alanlarında yapılan çalışmaların gelişimi ve tarihi süreç içindeki dönüşümü ele alınırken diğer yandan Afrika, Asya ve Avrupa kıtalarına yayılmış olan Osmanlı Devleti’nin kontrolü altında tuttuğu kara, deniz ve demir yollarının yansıra tesis ettiği iletişim ağlarının devletin bekası için ne derece önem taşıdığı vurgulanmaya çalışılacaktır.

Abstract

The need for transportation and communication has been important throughout the history of mankind, and this need has been tried to be met by various means within the conditions of the period. Mankind’s desire and effort to live in a better living conditions have brought new developments in transportation and communication and as a result of experience and knowledge gained in this process have provided facilities in transportation and communication among people. The Ottoman Empire holding the control of a very large geographical area made an effort to ensure that civil and military shipments could be carried out in a comfortable and peaceful way and that the necessary information or documents could be delivered on time, both in Anatolia and in the Rumeli. In order to continue this process without delay, the Ottoman Empire achieved this through some institutions and organizations that it put into service. In our study, the development of the studies carried out in the fields of transportation and communication in the Ottoman State and its transformation in the historical process will be discussed on the one hand and on the other hand, how important are the land, sea and railways under the control of the Ottoman Empire which was spread to Africa, Asia and Europe and the communication networks established for the continuation of the empire will be emphasized.
