Abstract
Osmanlı devlet adamları XVI. yüzyılın sonlarında Osmanlı devlet yapısı ve toplum düzeninde görülen değişiklikleri bozulma olarak değerlendirmişler ve bozulma hakkındaki fikirlerini ıslahatnâme adı verilen eserler kaleme alarak anlatmışlardır. Bu eserlerde sadece Osmanlı devlet yapısı ve toplum düzeninde görülen bozulma hakkında değil, aynı zamanda Osmanlı yönetim anlayışı ve toplum düzeni hakkında da bilgiler yer almaktadır. Bu makalede Defterdar Sarı Mehmed Paşa’nın “Nesâyihü’l-Vüzerâ Ve’l-Ümerâ” adlı eserinin incelenmesi suretiyle Osmanlı yönetim anlayışı ve toplum düzeni hakkında bilgiler elde edilmesi amaçlanmaktadır.

Ottoman statesmen evaluated changes that in the Ottoman state structure and the social order at the end of the sixteenth century as corruption. They explained their ideas by writing books as known as ıslahatnâme. These books are not only about disorders in the Ottoman state structure and social order but also about the Ottoman governance and social order. İn this article, to intended to achieve information about the Ottoman governance and social order through review a book of Defterdar Sarı Mehmed Pasha’s Nesâyihü’l-Vüzerâ ve’l-Ümerâ’.
