Abstract

The main source of revenues of the Hittites as a state which gathered various cultures in the Anatolian geography for the first time under a single roof based on agriculture and husbandry. Despite the soils in the Hittite State was divided into three section as being held by king, temples or noblemen, it could be possible to get landed by either making a soil donation by kings or to buy fields by the persons. The king of Hittites aimed at enlarging agricultural production by bestowing soils. Another application for increasing agricultural production was the policy of NAM.RA. This social class that was scribed as arnuula in Hittite language and described as slave and captive by the Hittite clerks were transferred into the Hittite cities at the end of successful campaigns that made in the various places of Anatolia by the Hittite kings. By this policy the empty vast lands were enlarged by transferring them into agricultural lands and accordingly the tax revenues were increased and the main consumer products in domestic market were enlarged.
